About us

The Independent Cambodian Government of 23 October (ICGOct23) is a movement established in the spirit of the Paris Peace Agreements of October 23, 1991, which affirmed Cambodia's sovereignty, territorial integrity, democracy, human rights, and the right of the Cambodian people to determine their own future.

Inspired by the principles enshrined in the Paris Peace Agreements, ICGOct23 seeks to unite Cambodians around the world in the pursuit of a peaceful, democratic, and prosperous Cambodia governed by the rule of law and accountable institutions.

We believe that every Cambodian, regardless of political affiliation, religion, ethnicity, gender, or place of residence, has a stake in the future of our nation. Through civic engagement, public education, advocacy, and international cooperation, we strive to promote democratic values, protect national sovereignty, defend human rights, and encourage active citizen participation in public affairs.
